Field observations rarely reach the desk that can act.
Someone in the field sees something that matters. The report is written down, photographed, or remembered, and then has to find its way through an unclear chain to whichever authority is responsible for that species and that location. Most of the value decays in transit.

Collect in the field
A Flutter mobile app captures the observation where it happens, including location, rather than after the fact.

Resolve responsibility geographically
GIS determines which authority owns the location, so routing is derived rather than guessed.

Route and record
Firebase carries the report to the relevant authority and keeps the record queryable afterwards.
